While, the question is intended to provide an easy way for people to bet on their beliefs, it is not the end all be all, and all traders should look at the rules. This question regards what will happen in the January 6 joint session of Congress for the purposes of counting the electoral vote. The statements of the chair will resolve the markets regarding what will happen with respect to the decisions of the chair and the congressional record will resolve what happened with regard to the proceedings of either house. The statement of the chair regarding the reasoning for not entertaining an objection will be conclusive, regardless of evidence or documents later produced that an objection did meet one of the requirements.
