Resolves as soon as there is no reasonable doubt about the correct answer. E.g. someone finds the original context of the photo. Something like "someone who has present at the photo shoot claims it was xy" is not enough to resolve this.

A good criterion would be if the Wikipedia article (https://en.wikipedia.org/wiki/List_of_images_on_the_cover_of_Sgt._Pepper%27s_Lonely_Hearts_Club_Band) names the person with no indication that the identity is disputed.

I won't bet on the market, and I currently don't have a strong opinion on who it is.
