Group Stage should resolve YES as soon as the first match starts. However, it is gauging for any uncertainty, maybe UEFA bans the team before now and then for violations or they choose to remove themselves from the tournament. After that, each round resolves YES or NO as soon as they advance or fail to advance to it.
