Is it possible for large-scale groupings of humanity with intervening incentive and power structures that act as agents, like massive corporations or nation states, to cooperate and act in an ethical manner on tasks where they can benefit from defecting from cooperation? Examples being ecological/climate crisis, global AI regulation, nuclear non-proliferation

Not asking if they occasionally do act in ways that happen to be ethical, the ultimate purpose of the action teleologically has to be ethics and not power/influence.
