Will Keltham be stably outside the Forbiddance he's currently in at the time https://glowfic.com/posts/5694 in marked as complete?
If he's outside it but just temporarily (e.g.: to use a Summon Monster or similar) this resolves as NO.
I will resolve the market as soon as I know the answer.
If the project relocates and he's inside a different Forbiddance, this resolves as YES
