Resolves YES if William Ruto is still the de facto President of Kenya on 1st January 2028, NO in all other cases.
Ways it could resolve YES:
he wins re-election fairly in the 2027 election
he rigs himself back into office in the 2027 election, and is still president with credibility issues
he postpones elections in some form, thereby extending his term, or elections are inconclusive maintaining his grip on powr
he cancels scheduled elections and becomes dictator
Some ways it could resolve NO:
he dies in office or is assassinated before Jan 1st 2028
he loses his 2027 re-election and hands over power peacefully
he is couped at any point before then
he resigns office at any point before then etc
If the country breaks up it will resolve N/A
