Resolves YES if the NCAA establishes any policy or penalty to address safety concerns related to fans storming the basketball court after a big win, and NO if not.

Even if all conferences institute their own policies or penalties independently, this will resolve NO unless it’s in response to an NCAA policy or penalty requiring all conferences to address the issue.

Policy or penalty must address both men’s and women’s basketball.
