This market resolves YES upon a major media report that the US has implemented sanctions on Wagner mercenary group, so long as those sanctions are financial and targeted at Wagner's assets outside of Russia or USD assets.

It resolves NO if such media report is not forthcoming by the end of 2023, UTC.
