If there is no such survey organized by a respected institution, the market resolves to N/A. If there is no question along those lines, the market resolves to N/A. If there's a question along those lines, and none of the first answer are specifically about dealing with dependencies or packages, the market resolves to NO. An answer being somewhat vaguely related to managing packages, like "Setting up a development environment from scratch" doesn't count.
