This resolves to the NATION vote, not the WA vote (which takes into account delegate endorsements). I will be using my WA vote recorder site for resolution purposes.

E.g. in Repeal "WA Misrepresentation Protocols", the headline vote was 9,777 FOR 1,653 AGAINST, but the nation vote was 3,277 FOR 658 AGAINST.
