The Anniversary event has been delayed a few times this year, because of the already-crowded Johto release schedule. They've indicated they hope to have the anniversary event out before the Halloween event, but it's unclear if they will succeed.

Resolves to YES if the anniversary event kicks off before Halloween. If the Halloween event is somehow delayed to after Halloween to make room for the anniversary event, it will still only resolve to YES if the anniversary event began before October 31st, 2023.
