"At least 60%" is typically the bar for "Fresh", although that's just added for context—I'll resolve based on the displayed percentage, regardless of what other term RT displays.
I will use whatever precision is listed by Rotten Tomatoes (typically an integer percentage, no decimal).
For example, "Joker" (2019) currently has a Tomatometer of 69%.
