This resolves YES if any of those three announces a presidential run while Joe Biden has not died or withdrawn from seeking nomination or election for the 2024 Presidential Election.

In case of timing issues (eg Biden is sick, or expected to withdraw shortly and they announce), I may resolve NO according to the spirit of the question. However if it seems like they may be announcing to bully Biden into withdrawing before that decision is obviously a done deal, then that would probably resolve YES.
