It became indeed accessible, not sure about functional. Resolve after 24 hours as N/A because I honestly do not understand whether it is YES or NO if everybody is fine with it. Your suggestions about what to do about it are welcome.

The notice was also displayed as the landing page on www.usaid.gov.
What is functional anyway? The site displays notice to employees and general public.
@VonGadke To me, "fully functional" would mean something similar to what was there before the shutdown.
@CraigDemel That was the spirit of the question, but arguably taking it literally, it is fully functional now, just its function has been reduced in scope.
@skibidist it's not, though. There's nothing about their currently active programs or their personnel. Once the entire agency is eliminated then I think the current website would count as fully functional.
