Background Fargo became the first U.S. city to implement approval voting in 2018 through a citizen-led initiative. Under approval voting, voters can select multiple candidates they approve of for each position. The North Dakota Legislature is currently considering two bills that could affect Fargo's voting system:

  • HB 1297 would explicitly ban approval voting statewide

  • HB 1307 would invalidate home charter rules that conflict with state election laws

Resolution Criteria This market will resolve YES if Fargo's municipal elections use approval voting as of December 31, 2025. The market will resolve NO if:

  • Approval voting is banned or otherwise made illegal in North Dakota

  • Fargo voluntarily switches to a different voting system

  • Any other scenario where approval voting is not the official voting method in Fargo on December 31, 2025

Considerations

  • The League of Women Voters, ACLU, and Fargo city leaders have publicly opposed these bills
