I think it depends a lot on him deciding not to go to the TdF. With Jonas, Tadej and Roglic likely all going to the TdF, it would give him higher chances of winning the Giro or La Vuelta. In fact, Giro organizers could design the race for him (like they did this year) to lure him to participate.
