Resolution criteria
Resolves YES if by 11:59 pm ET on June 30, 2026, the Defense Logistics Agency–Strategic Materials (DoDAAC SP8000) awards at least one contract to purchase tungsten (ores/concentrates, APT, metal/powder) for addition to the National Defense Stockpile. Acceptable evidence: a SAM.gov “Award Notice” for such a purchase; or a SAM.gov Contract Awards/FPDS record identifying DLA (SP8000) as the awarding office with an award description indicating tungsten for the NDS; or an official DLA Strategic Materials announcement explicitly stating an award to buy tungsten into the NDS. Award date must be on or before June 30, 2026. Task/delivery orders under existing vehicles count if they meet these conditions. Title III/DPA grants, R&D BAAs, or awards for tungsten parts (not stockpiling raw material) do not count. Background
DLA Strategic Materials manages the National Defense Stockpile and publishes an Annual Materials Plan (AMP). The FY2025 AMP lists a ceiling for potential tungsten acquisitions of 4,500,500 pounds W (~2,040 metric tons), indicating intent to buy stockpile tungsten in FY2025–FY2026 acquisition cycles.
