• Public criticism must be verifiable through Trump's social media accounts, official statements, interviews, speeches, or other public forums

• Criticism must specifically mention the National Hurricane Center, National Weather Service, or NOAA and be about their forecasts

• Criticism must question the accuracy, reliability, or competence of hurricane forecasts

• General criticism of NOAA or the National Weather Service without specific mention of hurricane forecasts will NOT count
