Background

During FY 2023, Oregon Youth Authority supervised an average of 386 youth per day in its close-custody facility system. OYA operates two levels of security and programming. The highest levels of security are maintained in five youth correctional facilities, where the expectation is zero escapes. In the four transitional facilities, the cumulative yearly target is set at five or fewer.

In FY 2023, there were four escape incidents involving four total youth. Three incidents occurred at the Young Women’s Transition Program (YWTP), which is now named the Jackie Winters Transitional Program (JWTP), and one incident occurred at Camp Florence.


Market Resolution

This is a prediction market. Market will close on September 30 and resolve in October when reports are due.

Market will resolve to the total number of youth escape incidents reported by the OYA during FY2024.

@Lukas do you have a source for the number of incidents reported by the OYA?

@duck_master - Yeah. # of escape incidents is one of OYA's key performance measures. That, along with other metrics, are reported to the Legislative Fiscal Office every year on October 1 (give or take, although based on the emails I get they're really on the agencies' butt this year to get reports in on time). LFO then publishes the reports. Was planning on getting the market resolution numbers from there.
