By "hit" I mean from now on,
Case 1: Price rise
If $N >= $1198.01, The predict will be RESOLVED by the time as
YES if the price >=$N sometime,
NO if the price always < $N
Case 2: price drop
If the $N < $1198.01, The predict will be RESOLVED by the time as
YES if the price <=$N sometime,
NO if the price always > $N
for example, when N=1100, the price=1049.45 at somepoint before the deadline. For 1100 is < 1198.01, it will resolve as YES as soon as I acquired the data.
After market trading count
All according to the data publish from NASDAQ
If I wasn't aware of the newest event, traders can screenshot the event from the NASDAQ website. I will check. If the event actually happened, I will resolve as soon as I can.

@ElectricSteam the option is by end of this year but the market's title says by end of next which probably confuses traders (no options to bet on next year yet). I'd suggest removing the specificity in the title given that it's a multiple choice market and other thresholds might get added in the future.
