@snazzlePop not quite. The question says "activated". The article says they are on "standby". If they are activated/deployed, then it would resolve "yes", but being on standby as a precaution does not satisfy.

I believe ‘activated’ is (at least nearly) synonymous with being ‘on standby,’ and certainly closer than being deployed.
