This question will resolve as YES if the following happens: Biden stops halfway through a sentence and seems unable to focus on where he is or Biden stumbles over a word and mispronounces. It will resolve as NO if, excepting pauses for applause, Biden delivers the whole speech without any form of interupption caused by himself. Resolution clarified on February 2nd 2024 following question by user.

This question has resolved as YES as the following sentence "Europe at risk. The free world at risk, emboldening others who wish to do us harm" not only came out in the wrong order " emboldening others to do as they wish", but the pronunciation of "wish" came out wrong
