Currently the value is .2%-.3%. Edward Neumeier is probably the single most important example, but there are others. Jaynes wrote a number of words about the issue, but I'm not sure if he truly understood what he was reading. His explanations for the disappearance of the phenomenon are laughable, though I presume he might be excused for having zero knowledge of the relevant biomechanics (Neumeier, on the contrary, was clearly obsessed with it, and it shows both in the Robocop visuals and screenplay).
