Market will resolve based on public statements by the FBI, DOJ or similar federal agency, or based on claims made by federal prosecutors in court filings. "Acting on behalf of" includes literally being on their payroll, bribery, blackmail, and any situation where he's directed by a foreign intelligence agency to plant the bug for any reason. I'm not going to try and adjudicate whether it's true, just whether the US feds claim it, and they don't have to prevail in court on an espionage charge or any other charge. Resolves no if there is no accusation of foreign involvement within 90 days, or if feds mentioned above affirmatively state no foreign involvement.
