Resolution criteria

This market will resolve to "Yes" if Supplemental Nutrition Assistance Program (SNAP) benefits are paid out to recipients in any U.S. state during November 2025. This includes regular monthly distributions. The market will resolve to "No" if all SNAP benefit payments nationwide are entirely halted for the entirety of November 2025 due to a federal government shutdown or any other reason.

Official announcements from the U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) or state SNAP agencies regarding November 2025 payment status will serve as primary resolution sources.

Background

The Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, provides food benefits to low-income individuals and families to supplement their grocery budgets. Benefits are loaded onto Electronic Benefit Transfer (EBT) cards monthly, which can be used at authorized retailers. The program is 100% federally funded but administered at the state level, meaning distribution dates vary by state.

As of October 2025, SNAP benefits are scheduled to be issued throughout November 2025, with specific distribution dates depending on the state of residence. However, there have been warnings from some states, such as Pennsylvania and Illinois, that a federal government shutdown could lead to a halt in SNAP payments for November 2025, as federal funds would be withheld.

Additionally, new work requirements for Able-Bodied Adults Without Dependents (ABAWDs) under the "One Big Beautiful Bill Act (OBBBA)" are scheduled to take effect in November 2025, which may alter eligibility for some recipients, but does not indicate a complete cessation of payments.
