At least one county in the EU (2023 definition) or the US will have a legal restriction on some individuals regarding how they choose to pray the race or ethnicity of their online avatars on some online, ar, vr or similar service. 

Examples which would trigger YES: a law which says only native Americans can wear native clothing in Fortnite. A law saying non Muslims can't wear traditional religious clothing on their ar avatars. A plugin giving users a Jamaican accent is judged illegal in the UK except for those who can prove their true accent. 

Typical YES situations require the restriction not to apply to everyone.
