Will the Supreme Court uphold the 9th District ruling, will they narrow it or reverse it?

Resolves UPHOLD if SCOTUS majority affirms the lower court decision with minimal changes. 

Resolves NARROW if SCOTUS majority disagrees with the lower court decision or reasoning, but rules that there is some federal basis for protecting the rights of or legislating around homelessness. 

Resolves REVERSE if SCOTUS majority rules that there is no federal basis for laws around homelessness, leaving it to states and municipalities to decide.
